The new Ballarat GovHub will be a high-quality community and commercial precinct, providing a workplace of excellence for VPS staff, and a vibrant, new civic realm for Ballarat.

The new building respects and responds to the scale and form of the neighbouring civic buildings. The design orchestrates the internal program, by drawing collaborative activities to the façade of the building and thereby revealing the work of those serving the community to the passing public. The intention is to heighten the sense of openness between the local community and government.

The new brick and masonry connects the ground plane with the Civic Hall and entwines the stories of old and new. Brick chambers at ground level provide a tactile, engaging presence to house retail and office activities. The external metal cladding system above ground controls heat load through the outer skin with its pattern of integrated windows.

The overall site can be understood as a campus of buildings set around key public spaces, well suited to the scale of pedestrians. The sequence of civic spaces offer dynamic public environments for the surrounding neighbourhood. The variety of spaces accommodates seasonal changes in weather and creates comfortable microclimates (sun traps, wind protected) to occupy.

The GovHub will be a lively precinct that bridges the gap between community spaces and government activity, and will further bolster the future growth of the Armstrong Street retail precinct. An active ground plane will enhance public connectivity and retail opportunities.
